<p>Citoyen ministre, je vous envoie l'équipage pour le siège de Toulon. Je demande des pièces de 18 et de 12 parce que je sais l'endroit où elles sont, et qu'elles peuvent également me servir pour battre à ricochet. L'équipage est fait pour attaquer le front de Toulon où est placée la Boulangerie, et où il n'y a point de demi-lune, ni aucun ouvrage avancé.</p>
<p>Le plan d’attaque pour la ville de Toulon, que j’ai présenté aux généraux et aux représentants du peuple, est, je crois, le seul praticable ; s’il eût été suivi dès le commencement avec un peu plus de chaleur et de feu, il est probable que nous serions dans Toulon.</p>
<p>Je vous ai envoyé des observations générales qui sont la base du plan que j’avais conçu.</p>
<p>Chasser les ennemis de la rade est l'opération préliminaire au siège en règle, et peut-être même cette
opération nous donnera-t-elle Toulon ; je vais raisonner dans l’une et l’autre hypothèse.</p>
<p>Pour se rendre maître de la rade, il faut se rendre maître de la pointe de l’Éguillette.</p>
<p>Au même moment que nous serions maîtres de la pointe de l’Éguillette, il faudrait bombarder Toulon avec huit ou
dix mortiers. Nous sommes maîtres de la hauteur des Arènes, qui n’en est pas à 900 toises, et nous pourrons facilement nous
approcher à 800 toises sans passer la rivière Neuve ; dans le même temps l’on placerait deux batteries devant le fort de Malbousquet et une autre contre le fort l’Artigues ; il serait possible alors que l’ennemi, étonné, ayant déjà perdu la possession de la rade, craignît d’un moment à l’autre de tomber en notre pouvoir et se résolût à la retraite.</p><p>Vous sentez que ceci est très hypothétique ; cela eût été sûr, il y a un mois, où l’ennemi n’avait pas encore reçu des renforts. Mais aujourd’hui, il serait possible que, quoique la flotte fût obligée d’évacuer la rade, la garnison tînt encore et soutînt le siège.</p>
<p>Alors les deux batteries que nous aurions établies contre le Malbousquet seraient promptement renforcées par une
troisième ; les mortiers qui, pendant trois jours, auraient bombardé
Toulon, se tourneraient pour ruiner les défenses de Malbousquet. Le
fort ne résistera pas quarante-huit heures, et plus rien ne nous
arrête alors jusqu’au front de Toulon.</p><p>Nous attaquons le front composé par le bastion du
Marais et le bastion de l’Arsenal par une attaque brusquée qui
nous conduit tout de suite à la deuxième parallèle, favorisés par
les batteries placées au Malbousquet et par celles placées sur le
revers des Arènes.</p><p>Nous serions gênés dans cette opération par le
fort l’Artigues ; mais les quatre mortiers et les six pièces de
canon qui y auraient été placés au premier moment de l’attaque,
y resteraient et feraient alors un feu plus vif.</p><p>Il ne faut pas se dissimuler que, pour parvenir à
cette dernière période du siège, nous avons des besoins de toute
espèce et qu’il faut que les différents objets demandés dans
l’équipage ci-joint soient existants dans notre parc.</p><p>Je vous dois le compte des démarches que j’ai
faites et des mouvements que je me suis donné pour former
promptement l’équipage de siège (voyez la feuille cotée A).</p><p>Il y a plus d’un mois que j’ai dit aux
généraux que l’artillerie existante dans ce moment-ci était dans
le cas d’éteindre le feu de la redoute anglaise placée sur le
sommet du promontoire de l’Éguillette.</p><p>Nous devons donc distinguer deux périodes
différentes dans le siège de Toulon.</p><p><br/>

</p><p>La prise de l’Éguillette, l’expulsion des
Anglais des rades et le bombardement, et, dans le même temps,
attaquer le Faron.</p><p><br/>
</p><p>Effet que doit produire cette première attaque.</p><p><br/>
</p><p>Nous rendre maîtres de Toulon par la commotion
générale que cela peut produire et par la crainte de tomber dans
nos mains et de ne pouvoir exécuter la retraite.</p><p style="margin-top: 0cm">Travaux qu’il faut pour

expédition ; si on ne l’a pas faite, c’est que le général

</p><p style="margin-top: 0cm">DEUXIÈME PÉRIODE.</p><p style="margin-top: 0cm">En supposant, comme cela
est probable, que la garnison veuille soutenir un siège, pendant que
l’on essaye l’effet que produira un bombardement de quelques
jours, on construira une troisième batterie contre Malbousquet, sur
le prolongement de la hauteur des Gaux. On place quelques obusiers
pour ruiner les glacis et les palissades que les ennemis ont faites ;
l’on détourne les mortiers et l’on bombarde le fort pendant que
les trois batteries jouent ; une fois le feu des batteries éteint,

</p><p>Lorsque les représentants du peuple m’ont
retenu à l’armée devant Toulon et m’ont donné le commandement
de l’artillerie, il n’y avait que quelques pièces de campagne,
deux pièces de 24, deux de 16 et deux mortiers sans aucun des objets
qui sont nécessaires, sans aucun ordre de service, sans parc
d’artillerie, sans aucun commandement ni combinaisons; depuis le
général jusqu’au dernier aide de camp, tout le monde dirigeait et
changeait à son gré les différentes dispositions de l’artillerie.</p><p>Je me suis occupé à rendre au corps d’artillerie
cette considération et cette indépendance dans ses opérations sans
laquelle elle ne peut servir utilement.</p><p>La faiblesse de l’armée, la nullité de nos
moyens, le temps qu’il faut pour préparer un équipage de siège,
tout me fit sentir la nécessité de ne pas penser au siège de
Toulon, mais de me borner à former un équipage qui nous mît à
même de chasser les ennemis des rades en plaçant une batterie à
l’Éguillette.</p><p>J’eus bientôt quatorze pièces de canon, quatre
mortiers et tout l’attirail pour pouvoir construire plusieurs
batteries. J’établis un parc, j’y mis un ordre de service, je
chargeai des sous-officiers des détails que je ne pouvais pas
confier à des officiers qui n’existaient pas.</p><p>Trois jours après mon arrivée, l’armée eut
une artillerie, et les batteries de la Montagne et des Sans-Culottes
furent établies, coulèrent bas les pontons et résistèrent à plus
de vingt mille boulets.</p><p>Dans ce moment-là, les ennemis, comprenant
l’insuffisance de leur artillerie navale, risquèrent le tout pour
le tout et débarquèrent à l’Éguillette ; ils eussent dû être
écrasés dans leur descente ; la fatalité ou notre ineptie voulut
qu’elle leur réussît. Peu de jours après, ils y eurent des
pièces de 24, un chemin couvert et des palissades ; quelques jours
après, des secours considérables leur arrivèrent de Naples et
d’Espagne. Je compris que l’affaire de Toulon était manquée et
qu’il fallait se résoudre à un siège.</p><p>Je n’épargnai rien pour pousser de front les
préparatifs pour l’attaque de l’Éguillette et la formation du
grand équipage.</p><p>J’ai fait aller à Lyon, à Briançon, à
Grenoble, un officier intelligent que j’ai fait venir de l’armée
d’Italie pour tirer de ces différentes places ce qui pouvait nous
être utile[^13].</p><p>J’ai requis l’armée d’Italie de me fournir
les bouches à feu inutiles à la défense d’Antibes et de Monaco.
Par la feuille cotée C, vous verrez ce qu’ils peuvent fournir ; la
difficulté était de les faire transporter. J’ai requis le
département du Var. Je me suis procuré 100 chevaux de réquisition
à Marseille que j’ai envoyés.</p><p>J’ai fait venir de Martigues huit pièces de
canon de bronze qui y étaient, que j’ai fait remplacer par huit
pièces de fer.</p><p>J’ai mis à Marseille, à Aix et dans le
département des Bouches-du-Rhône, en réquisition tous les objets
portés dans la note cotée D.</p><p>J’ai établi à Ollioules un arsenal où
quatre-vingts ouvriers, forgerons, charrons, menuisiers,
charpentiers, travaillent sans discontinuer aux objets qui nous sont
nécessaires.</p><p>J’ai établi un parc où on travaille à force à
faire des saucissons[^14],
des gabions, des claies[^15],
des fagots de sape, des fascines de sape.</p><p>J’ai requis tous les ouvriers qui faisaient à
Marseille des paniers et des dames-jeannes, et je les fais travailler
à faire des gabions.</p><p>J’ai requis des chevaux auprès de tous les
départements, tous les districts, tous les commissaires des guerres,
depuis Nice jusqu’à Valence et Montpellier.</p><p>J’ai fait prendre à la Seyne, à la très
hypothétique tous les bois que j’ai pu trouver, et l’on
travaille à en faire des plates-formes de canons et de mortiers.</p><p>Je fais faire à Marseille cinq mille sacs à
terre par jour ; et j’espère bientôt avoir la quantité qui m’est
nécessaire.</p><p>J’ai établi une salle d’artifice où l’on
fait des fascines goudronnées, des boulets incendiaires et de la
roche.</p><p>J’ai pris des mesures pour rétablir la fonderie
des Ardennes, qui est en notre pouvoir, et j’espère avant huit
jours avoir de la mitraille, des boulets, et, avant quinze jours, un
mortier venant de cette fonderie.</p><p>J’ai une salle d’armes où l’on répare tous
les fusils, avec un atelier de dix armuriers.</p><p>Vous ajouterez quelque mérite à ces différentes
opérations, citoyen ministre, quand vous saurez que je suis seul
pour diriger et le parc, et les opérations militaires, et l’arsenal
; que je n’ai pas même un sous-officier d’ouvriers, et que je
n’ai que cinquante hommes de canonniers de position, parmi lesquels
encore il y a beaucoup de recrues.</p><p>Un des objets les plus intéressants et pour
lesquels je vous presserai le plus, ce sera la poudre. Je vous prie
de mettre tout en œuvre pour nous en envoyer.</p><p>Il nous faudrait aussi un officier d’ouvriers
intelligent, afin que je puisse me fier sur lui de tous les détails
