Sir,
As some misconception appears to be entertained in respect to the precise times upon which Mr. O'Meara late surgeon in the Royal Navy was permitted to give his medical attendance to Napoleon Bonaparte, I am directed by the governor to enclose to you a copy of the original letter written by Mr. O[']Meara himself to Lord Keith when Count Bertrand proposed to him to accompany Napoleon Bonaparte to this island.
The copy is taken verbatim from one in Mr O'Meara’s own hand writing which he delivered to the governor and neither the British government nor the governor's assent was ever given to the attendance of a British medical officer upon any other terms than what are therein expressed, or have been since notified in Earl Bathurst’s dispatch of the 16th May 1818.
