Sir,
I am directed by his excellency the governor to return you the inclosed letter which was brought by one of your servants to Mr Ibbetson, who through inadvertence, as he says, broke the seal of it without reflecting at the moment that it did not come conveyed to him in the channel which the regulations prescribe.
The governor desires me on this occasion to recall your particular attention to the regulation of the 26th October last under the head of correspondence, to the third paragraph of his letter of the same date, which accompanied them, and to his letter of the 12th October 1816 referred to in the above.
The conduct of your servant in taking charge of the letter to Mr Ibbetson has been a breach of the regulations on his part, for which however the governor, viewing the direction under which he acted, will in the present instance forbear to take any further notice than to direct that the proper cautions be given him on the occasion.
