le comte de Cessac, je suppose que vous avez pourvu à l’habillement
de la conscription des 120 000 hommes qui se lève en
exécution du sénatus-consulte du 9 octobre 1813. Le
sénatus-consulte du 12 novembre met 300 000 hommes à ma
disposition, mon intention est d’en lever 170 000, à
l’habillement desquels il faut que vous pourvoyiez. Ils seront
fournis de la manière suivante : 40 000 par les
départements qui envoient à l’armée des Pyrénées. Ces
40 000 hommes formeront 4 divisions, une à Bordeaux, une à
Montauban, une à Toulouse et une à Montpellier<sup>[^2]</sup>.
Ils seront habillés par quatre ateliers placés les uns à Bordeaux
et les autres à Toulouse. Comme par le décret qui a passé
aujourd’hui au Conseil d’État ces 40 000 hommes seront
rendus avant le 20 novembre à leur destination, il faut établir
sur-le-champ ces quatre ateliers qui fourniront chacun 10 000 habits
d’ici à cette époque. Si vous préfériez que cette réunion eut
lieu à Nîmes où partout ailleurs, je le laisse à votre
disposition. Ces ateliers seront formés comme ceux que j’avais
établis en 1808 à Bordeaux. Les 12 régiments qui ont leur dépôt
dans la 11<sup>e</sup> division militaire recevront leur
contingent de la conscription de 1815 et rien de la levée des
300 000 hommes. Présentez-moi un décret pour la formation
de ces quatre ateliers. Il est important que dans le courant du mois
de décembre, ils fournissent le nombre d’habits, de schakos, de
sacs etc., qui sera nécessaire. Cela formera une dépense de 5 à 6
millions à peu près. Il faut prendre des moyens expéditifs pour
lever les difficultés et les embarras. Il est présumable que les
Anglais recommenceront la campagne en février, cette saison leur
étant favorable. Il faut donc que cette armée de réserve soit en
état d’agir d’ici au mois de janvier. J’ai ordonné
aujourd’hui la levée de 30 000 hommes sur la
conscription des 300 000 dans les 7<sup>e</sup>, 8<sup>e</sup>
et 19<sup>e</sup> divisions militaires. J’y ai joint les
départements de l’Ain, de l’Allier et de la Haute-Saône. Ces
30 000 hommes seront dirigés sur Turin et Alexandrie. Ils
formeront trois divisions. La première sera réunie à Alexandrie.

seront habillés à leurs dépôts ou ailleurs. Il faut réunir des
moyens pour qu’ils le soient dans les 15 premiers jours de janvier.
Ces 30 000 hommes sont indépendants des 18 000 qui
sont fournis par la conscription levée dans les départements situés
au-delà des Alpes, et qui sont destinés à recruter l’armée
d’Italie. Le reste des 300 000 hommes ne sera pas encore
levé, mais il le sera plus tard. Comme cette dernière conscription
sera disséminée entre les dépôts placés en-deçà des Alpes, il
est nécessaire que les bataillons qui doivent recevoir des hommes
soient approvisionnés. Je ne sais si je vous ai écrit relativement
à une disposition particulière sur la conscription des
120 000 hommes, j’ai ordonné que 11 500 fussent
envoyés sur Mayence pour être répartis entre les 13<sup>e</sup> et
23<sup>e</sup> régiments etc., et les bataillons d’autres
régiments qui font partie du 4<sup>e</sup> corps, mais dont les
dépôts sont en Italie. Mon intention est que ces 11 500 hommes
soient habillés par nous. Je suppose que ces hommes seront
rendus à leur destination avant le 15 octobre, il faut que vous
pourvoyiez à leur habillement, et que vous adressiez les
dispositions que vous aurez prises auprès des commandants des corps
qui doivent recevoir ces hommes. J’ai ordonné encore que
5 000 hommes seraient accordés au 11<sup>e</sup> corps
pour être distribués dans les bataillons dont les dépôts se
trouvent au-delà des Alpes. J’ai ordonné que ces hommes
seraient fournis par les dépôts placés en-deçà des Alpes ;
il est donc nécessaire que ces dépôts aient ce qui est nécessaire
pour armer les hommes destinés à aller aux bataillons du 11<sup>e</sup>
corps à qui ils doivent appartenir. Faites-moi connaître si je puis
