on peut organiser à Mayence une centaine de voitures, il faut le
faire et renvoyer tout le reste à Sampigny, où on réorganisera les
bataillons. Il ne peut plus y avoir de dépôt ni à Wesel, ni à
Coblence, ces places étant sur la frontière ; il faut faire
venir tout ce qui s’y trouve à Sampigny. Sampigny et ses environs
seront le dépôt central des équipages militaires. Cependant, tout
ce qui se trouve à Metz peut y rester.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Par
son rapport du 5 novembre, le ministre de l’Administration dit que
la 7<sup>e</sup> compagnie du 14<sup>e</sup> bataillon a
été organisée à Mayence. Il faut la mettre à la disposition du
général Bertrand pour le 4<sup>e</sup> corps.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Que
les 4<sup>e</sup> et 5<sup>e</sup> compagnies du 10<sup>e</sup>
bataillon sont à Wesel. Il faut mettre la 4<sup>e</sup> compagnie
à la disposition du duc de Tarente pour le 11<sup>e</sup> corps,
et la 5<sup>e </sup>à la disposition du duc de Raguse pour le
6<sup>e</sup> corps.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Que
ce bataillon peut organiser une 6<sup>e</sup> compagnie. Où sont
les hommes, chevaux et harnais ? S’ils sont à Wesel, il
faut les faire venir à Mayence pour être à la disposition du
5<sup>e</sup> corps.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Que
les dépôts peuvent fournir des hommes pour 2 autres
compagnies. Il faut organiser sur-le-champ ces deux compagnies à
Sampigny, et en attacher une au 3<sup>e </sup>corps et l’autre
au 5<sup>e</sup>. Par ce moyen, indépendamment de ce qui arrive à

ministre a tout ce qui est nécessaire pour cela. Il demande
seulement 830 chevaux. Je lui en accorde 2 000. Ainsi tout
cela peut être promptement organisé.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Si
ces 6 compagnies ont toutes des caissons, cela fera 240 voitures ;
ce qui suffira pour le service des ambulances, et le transport des
objets les plus précieux.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Il
faut faire un rapport général sur les équipages afin de les
réorganiser.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">J’avais
organisé des 7<sup>es</sup> compagnies. Chaque bataillon a un
dépôt. Enfin il doit être revenu quelque chose de la Grande Armée.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Il

48 compagnies, si elles avaient été toutes en caissons, auraient
formé 1 920 voitures. Il y en avait un plus grand nombre
parce que beaucoup étaient des voitures comtoises.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Il
est indispensable de réorganiser tous les bataillons ; au lieu
de les composer de 7 compagnies, on peut les former à 4 compagnies.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">En
supposant les 8 bataillons à 4 compagnies, cela fait 32 compagnies.
Sur ce nombre, il existe des moyens pour en former 6 sur-le-champ. Il
resterait à en former 26.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Ces
32 compagnies fourniraient 1 280 voitures et exigeraient
6 000 chevaux et 3 000 hommes. Il faut voir ce
que Sampigny peut fournir d'ici au mois d'avril. Nous verrons par là
ce qu'il faudra faire par des moyens extraordinaires.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Quant
aux chevaux, il faut voir ce qui existe, ce qui est revenu de la
Grande Armée, et ce que cela fera avec les 2 000 que j'ai
accordés.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Pour
les hommes, ce qui revient de la Grande Armée et ce qui existe
dans les dépôts et ce qu'il faut prendre sur la conscription.</p><p align="justify" style="text-indent: 1.25cm; margin-bottom: 0cm">Ce
sera la base du travail de 1814, pour déterminer les fonds à
affecter au chapitre des équipages militaires.<sup>[^1]</sup></p><p style=""><br/>
