général<sup>[^1]</sup>
vous a fait connaître mes intentions. Je suppose que tous les
1<sup>ers</sup> et 4<sup>es</sup> bataillons qui composent
la 1<sup>re</sup> division et la 2<sup>nde</sup> division
sont en mouvement avec leurs batteries, ainsi que le général
Vandamme, pour Magdebourg et Wittenberg. Le général Vandamme doit
avoir une batterie à cheval et une batterie de réserve que je
suppose que vous lui avez fait fournir ; vous n'avez pas de batterie
à cheval, donnez ordre qu'elle se rende promptement de Wesel à
Hambourg.</p><p style="margin-bottom: 0cm">Il vous reste à votre
corps d'armée la 3<sup>e</sup> division que vous composerez de
20 bataillons, et que vous mettrez en ligne, la 50<sup>e</sup> et
la 3<sup>e</sup> <i>bis</i> qui tiendront garnison à Hambourg
et dans la 32<sup>e</sup> division militaire. Vous laisserez les
Danois occuper Lübeck. Il faut avant tout faire ce qui est
nécessaire pour mettre Hambourg à l'abri d'un coup de main, à
savoir : la réparation des portes et des chaussées vis-à-vis
des portes, le rétablissement des parapets etc. Établissez des
relais depuis la 31<sup>e</sup> division jusqu'à Hambourg, afin
que l'artillerie arrive sans délai.</p><dl>

</p><p style="margin-bottom: 0cm">Entendez-vous bien avec
le général danois qui occupera toute la gauche de votre ligne.
L'offensive que prendra par Wittenberg le général Vandamme et
d'autres corps, vous rendant maître de l'Elbe, dégagera Hambourg ;
et il faut alors que vous puissiez vous porter avec les 20 bataillons
de la 3<sup>e</sup> division et les Danois entre Berlin et
Stettin. Voilà le plan général. Mes différents décrets ont
constitué une liste d'absents. Comme c'est vous qui gérez cette
liste, vous ferez subir aux principes généraux les modifications
qui vous paraîtront convenables, en en rendant compte. Vous placerez
dans cette liste les plus coupables et ceux qu'il importe de ne pas
faire rentrer.</p><p style="margin-bottom: 0cm">Tout le monde dit que
l'ancien maire<sup>[^2]</sup>
s'est bien comporté. Vous pourriez lui faire insinuer, à lui et à
quelques autres, de rentrer, en leur donnant un délai ; et alors on
ne les inscrirait pas sur la liste des absents. Pourtant, si, lors de
votre entrée, vous aviez trouvé des sénateurs en charge, et que
vous en eussiez fait passer cinq par les armes, cela eut été
convenable : actuellement il vaut mieux les mettre sur la liste
des absents. Faites accélérer la rentrée des contributions, et
aussitôt qu'il y aura un million de perçu, faites-le partir
sur-le-champ pour Dresde.</p><p style="margin-bottom: 0cm">Vous aurez donc gagné
trois bataillons ; ainsi au lieu d'une diminution, vous aurez une
augmentation de force.</p><p style="margin-bottom: 0cm">Ajoutez à cela que la
3<sup>e</sup> division a des bataillons à Lyon etc. et que tous
les 5<sup>es</sup> bataillons qui partent arriveront à Hambourg
à la fin de juillet. Choisissez une bonne position en avant de
Hambourg, et faites-y camper vos 20 bataillons de la 3<sup>e</sup> division
avec leur artillerie ; que les troupes y soient avec de bonnes
baraques et qu'il y ait quelques lunettes qui les couvrent. Il ne
faut pas que cela soit à plus d'une lieue de Hambourg.</p><p style="margin-bottom: 0cm">Le général Le Marois
se rend à Magdebourg comme gouverneur de la place. La 6<sup>e</sup> division
<i>bis</i> se réunit à Wesel ; elle a déjà quelques bataillons.
Ce sera une réserve de 12 bataillons qui pourra toujours se
porter sur le Weser.</p><p style="margin-bottom: 0cm">Je suppose que le
général Vandamme aura marché militairement par deux routes, comme
je l'avais prescrit, et que son corps sera du 7 au 10 juillet
à Magdebourg et Wittenberg. L'important, c'est qu'avant que Hambourg
puisse être abandonné à lui-même, vous receviez une centaine de
milliers de poudre. J'espère d'ailleurs qu'une partie de
l'artillerie de Groningue et de Magdebourg y sera arrivée. J'espère
aussi qu'à la fin de juillet beaucoup de bataillons, et entre autres
les 5<sup>es</sup> bataillons et beaucoup de détachements de
conscrits, seront arrivés de France à Hambourg pour la
50<sup>e</sup> division. Les ordres de mouvement pour la 3<sup>e</sup> <i>bis</i>
me prouvent qu'elle sera du 25 au 30 juin à Brème. Vous
