Eugène, vice-roi d’Italie</span></h1><h2 data-kind="letter-context;" style="text-align: right; font-size: 1em; font-weight: normal">Dresde, 18 juin 1813</h2><p style="margin-bottom: 0cm">Mon fils, je vous
envoie un décret que je viens de rendre<sup>[^1]</sup>.
Le ministre de la Guerre vous l'expédiera, mais je vous le
communique directement pour que vous le mettiez sur-le-champ en
exécution. Vous verrez que le corps d'observation de Vérone prend
le titre de corps d'observation d'Italie. Il ne vous échappera point
que j'ai formé la 7<sup>e</sup> division, ou division de
réserve, de six bataillons qui sont en Bretagne et de huit
bataillons napolitains, c'est-à-dire de bataillons fort éloignés.
J'ai placé dans les quatre premières divisions les bataillons qui
sont en Provence, mais je les ai répartis de manière qu'au
1<sup>er</sup> juillet vous pourrez avoir vos six divisions,
sinon à quatorze bataillons, au moins à onze ou douze chacune. Des
divisions de douze bataillons suffisent à la rigueur pour faire la
guerre en Italie, puisque cela fait un effectif de plus de
8 000 hommes présents sous les armes. D'ailleurs, il
importe surtout que les Autrichiens voient le plus grand nombre de
divisions qu'il est possible : ce nombre est la première chose
dont ils seront instruits, et cela donne en outre les moyens
d'organiser convenablement l'état-major, l'artillerie et le génie.</p><p style="margin-bottom: 0cm">Il faudra commencer par
mettre une batterie d'artillerie à pied à chaque division ; ensuite
on organisera une batterie de réserve et une batterie d'artillerie à
cheval ; ensuite la seconde batterie à pied de chaque division, les
autres batteries à cheval et la seconde batterie de réserve.</p><p style="margin-bottom: 0cm">On n'a pas besoin en
Italie d'équipages militaires ; je m'en suis toujours passé ; il
vous suffira d'avoir une compagnie avec ses quarante caissons pour
vos ambulances. Vous pourrez, à cet effet, arrêter tout ce qui n'a
pas passé Vérone ; vous écrirez à Turin et à Florence pour
savoir ce qui y reste et ce qu'on pourra y organiser. Vous
organiserez également une ou deux compagnies pour le royaume
d'Italie.</p><p style="margin-bottom: 0cm">Le général Grenier,
que je crois en Italie, prendra d'abord le commandement<sup>[^2]</sup>.
Je vais penser à vous envoyer deux autres lieutenants généraux,
afin que vous ayez deux généraux supérieurs pour commander deux
corps séparés. Je vous ai envoyé le général Peyri. Il est bien
important d'avoir le général Palombini ; je réitère l'ordre qu'il
se rende en Italie. Je suppose que le général Pino pourra commander
la garde. Le général d'Anthouard pourra commander l'artillerie. Si
toute cette armée se trouve telle que je l'ai organisée par mon
décret, elle vous donnerait un effectif de 75 000 hommes
d'infanterie et de 5 000 hommes de cavalerie, et avec
5 000 hommes d'artillerie et du génie ce serait une armée
de 85 000 hommes. Je mande au ministre de la Guerre de
compléter en France huit ou dix bataillons, qui vous seront
également envoyés ; car il m'est revenu beaucoup de cadres
d'Espagne et j'ai encore beaucoup d'hommes dans les dépôts. Le plus
faible dans tout cela, c'est la cavalerie. J'ai envoyé en Italie le
général Guyon, que vous connaissez et qui a l'habitude de servir
sous vos ordres, pour commander une partie de la cavalerie. Je vous
enverrai un général de division de cavalerie. J'ai aussi demandé
au ministre de la Guerre de voir à vous composer un second régiment
français de 1 000 hommes de cavalerie. Je n'ai pas compris
dans l'organisation de ce corps les régiments croates ni les
régiments étrangers.</p><p style="margin-bottom: 0cm">Si cependant l'Autriche
cessait de nous donner des inquiétudes et que ce corps dût venir en
Allemagne, il en serait autrement. D'abord il n'aurait point de
division italienne, parce que je préférerais de laisser les troupes
italiennes en Italie pour bien se former. Je laisserais la plupart
des demi-brigades provisoires en Provence et en Bretagne, et je
ferais seulement venir, sous le commandement du général Grenier,
trois divisions fortes de quarante-deux bataillons, savoir :

Vérone, fort de 34 000 hommes d'infanterie. Son artillerie
serait alors de deux batteries d'artillerie à cheval françaises ou
douze pièces, six batteries de division françaises ou quarante-huit
pièces, et deux batteries de réserve ou seize pièces, total
soixante et seize pièces françaises. Il aurait une compagnie des
équipages militaires avec ses quarante caissons. La cavalerie serait
d'un régiment de cavalerie italienne de 1 000 hommes et
d'un régiment français aussi de 1 000 hommes. Cela ferait
en tout un corps d'une quarantaine de mille hommes, et vous
auriez en Italie l'armée italienne et tous les autres bataillons.</p><p style="margin-bottom: 0cm">J'ai donné ordre que
les six cadres des compagnies qui étaient à Glogau, ainsi que ce
qui appartient à la garde italienne, partent pour se rendre en
