se réunit partie à Utrecht et partie à Wesel. Je l’avais placée
ainsi parce que les circonstances étaient urgentes il y a 15 jours,
et que je désirais avoir au plus tôt une réserve sur ces 2 points.
Mais dans ce moment, il me paraît plus convenable de réunir cette
division toute entière à Wesel. J’ai nommé le général de
division qui doit la commander. Utrecht sera suffisamment gardée par
les Suisses et par la 3<sup>e</sup> division <i>bis</i>, qui
sera formée presqu’en même temps que la 3<sup>e</sup> division.
</p><p style="margin-bottom: 0cm">Remarquez bien que ces
4 divisions font 60 bataillons et que mon intention est de
finir par les réunir tous à Hambourg et sur le Bas-Elbe, pour que
le prince d’Eckmühl puisse les reformer en mettant les bataillons
d’un même régiment ensemble, et en réunissant 3 à
4 régiments par division. Dès lors, on fera partir les aigles,
et on réorganisera leur musique, de sorte que j’ai lieu d’espérer
que dans le courant de juillet, ce corps sera une véritable armée.

48 bataillons qui finiront par se réunir par régiment et
formeront selon les circonstances 3 ou 4 divisions, ce qui
m’offrira vers le mois de juillet en tout 8 divisions ou
110 bataillons bien organisés et composant une véritable
armée.
</p><p style="margin-bottom: 0cm">Aussitôt que vous
aurez suffisamment de monde en Hollande, soit par la formation des
3<sup>e</sup> divisions <i>bis</i> et des 6<sup>e</sup> divisions
<i>bis</i> dont une partie se réunit à Utrecht, soit par l’arrivée
des Suisses que vous devez continuer à concentrer à Utrecht et dont
vous devez presser le recrutement près des cantons afin d’avoir
bientôt 2 bataillons par régiment ou 8 bataillons à
Utrecht, aussitôt, dis-je, que vous aurez suffisamment de monde en
Hollande, je désire que vous renvoyiez à l’armée tout ce qui
appartient aux régiments formés de cohortes afin de réparer les
pertes que ces régiments ont éprouvées et éprouveront.
</p><p style="margin-bottom: 0cm">Vous me proposez de
réunir à Hambourg tout le 29<sup>e</sup>, le 3<sup>e</sup> et
le 105<sup>e</sup>, même ce qui est à Wittenberg. J’approuve fort
cette idée. Faites réunir même ce qui est en Espagne. Il faut
réorganiser les 4 bataillons de ces régiments à Hambourg, de
manière que cela forme une division de 12 bataillons
entièrement destinée pour ce point important de l’Empire.</p><p style="margin-bottom: 0cm"><br/>
</p><p style="text-align: center; margin-bottom: 0cm">CORPS
D’OBSERVATION DE MAYENCE :</p><p style="margin-bottom: 0cm">Je préfère qu’il ne
se réunisse aucune division à Strasbourg et que la 42<sup>e</sup>,
qui est la 1<sup>re</sup> du corps d’observation de Mayence,
se forme à Mayence.
</p><p style="margin-bottom: 0cm">Les 3<sup>e</sup>, 4<sup>e</sup>,
16<sup>e</sup> et 17<sup>e</sup> demi-brigades provisoires
auront besoin d’un major, ou major en second, pour les commander.
Il est important que ce major soit arrivé dans les 5 premiers
jours de juin à Mayence. Nommez un général de division ou de
brigade pour en prendre le commandement supérieur.</p><p style="margin-bottom: 0cm">Même chose pour les
43<sup>e</sup>, 44<sup>e</sup> et 45<sup>e</sup> divisions.</p><p style="margin-bottom: 0cm">Ces 4 divisions,
qui se composent de 67 bataillons, seront toutes réunies à
Mayence par les soins du duc de Valmy : une dans le duché de
Berg, une à Francfort, une à Wurtzbourg et une à Gotha. Par ce
moyen, leur entretien ne me coûtera rien et elles feront un effet
politique. Vous portez sans raison 14 bataillons pour mémoire
et effectivement le 123<sup>e</sup> a déjà un bataillon à
Erfurt qui est destiné à faire partie de cette division. Faites-le
compléter par ce qu’il y a de disponible au dépôt et complétez
un autre bataillon. Cela doit être facile. Même chose pour le 124<sup>e</sup>,
127<sup>e</sup>, 128<sup>e</sup> et 129<sup>e</sup>. Ces
3 derniers régiments ont 1 bataillon à Wurtzbourg que
vous pouvez compléter par tout ce qui existe au dépôt. Ainsi ce
sera 2 ou 3 bataillons au plus qui pourraient manquer au
corps d’observation de Mayence tel que je l’ai conçu.</p><p style="margin-bottom: 0cm">Il faut que tous ces
bataillons aient leur ambulance de bâts et tout ce qui est
nécessaire. L’important est de nommer sur-le-champ les colonels,
majors, majors en second pour commander chaque régiment et au moins
un général de brigade pour chaque division, enfin au moins
2 généraux de division pour tout le corps d’armée, en
attendant que vous puissiez compléter ces nominations.
</p><p style="margin-bottom: 0cm">Je pense que les 42<sup>e</sup>,
43<sup>e</sup>, 44<sup>e</sup> et 45<sup>e</sup> divisions
seront au 15 juin arrivées à Mayence et en formation. Les
bataillons destinés à compléter la 4<sup>e</sup> division du
6<sup>e</sup> corps doivent se réunir à Cassel ou 2 sont
déjà arrivés. C’est le général de division Teste qui commande
cette division.
</p><p style="margin-bottom: 0cm">La 32<sup>e</sup> division
(division Durutte) existant, à fur et mesure que les bataillons
seront formés à Mayence, ils seront dirigés sur Erfurt, et là,
recevront des ordres pour rejoindre leur division.

</p><p style="text-align: center; margin-bottom: 0cm">CORPS
D’OBSERVATION DE L’ADIGE :</p><p style="margin-bottom: 0cm">Portez le plus grand
soin à la formation des 64 bataillons du corps d’observation
de l’Adige. Je crois que le royaume d’Italie et le royaume de
Naples pourraient fournir chacun 6 bataillons de plus si les
circonstances l’exigeaient. J’y réunirais de plus les
7 bataillons formant les 9 demi-brigades provisoires
chargées de la défense de Brest et de Toulon, désirant porter ce
corps jusqu’à près de 100 bataillons s’il le faut.
