</p><p style="margin-bottom: 0cm">Vous emploierez donc en
cinq régiments, des hommes des départements de la Lippe, des
Bouches du Rhin, de l'Escaut et de la Belgique, c'est-à-dire des
Flamands.</p><p style="margin-bottom: 0cm">J'avais essayé de
faire moi-même ces changements, mais cela m'entraînait dans trop de
détails.</p><p style="margin-bottom: 0cm">Je remarque que vous
avez composé tout le 22<sup>e</sup> léger de Romains. Il faut
composer seulement de Romains le 6<sup>e</sup> bataillon de 5 ou
600 hommes qui se rend en France ; mais les autres
bataillons qui restent en Italie, doivent être composés de
Français.</p><p style="margin-bottom: 0cm">Par ce moyen, sans
attendre la nouvelle levée de Hollande, les cinq 4<sup>es</sup>
bataillons des 123<sup>e</sup>, 124<sup>e</sup>, 125<sup>e</sup>,
126<sup>e</sup> et 33<sup>e</sup> léger, pourront remplir leur but.</p><p style="margin-bottom: 0cm">Je vous renvoie
également les états de formation des demi-brigades, de crainte que
vous n'en ayez point de copie. Vous me les renverrez à votre aise.</p><p style="margin-bottom: 0cm">Je vous retourne tous
vos états approuvés, sans les faire passer par la Secrétairerie
d'État<sup>[^1]</sup>,
pour éviter tout délai. Renvoyez-moi une copie du travail définitif
dans la semaine. Le principal est que ce travail soit expédié dans
la semaine dès demain [sic]. Vous joindrez à ces états que je vous
envoie approuvés, ce que vous devez envoyer à la Secrétairerie
d'État, quand vous me les renverrez, un état par département.</p><p style="margin-bottom: 0cm">En y pensant mieux, je
désire que les 4<sup>es</sup> bataillons des 5<sup>e</sup>, 11<sup>e</sup>
et 79<sup>e</sup>, se rendent à Genève et à Grenoble, où sont
leurs dépôts et non à Perpignan, parce que cela met une confusion
dans la comptabilité qui est incompatible avec le grand travail du
ministère de l'Administration de la guerre<sup>[^2]</sup>.
Il est seulement convenable de composer le supplément d'hommes à
donner aux 5<sup>e</sup>, 11<sup>e</sup> et 79<sup>e</sup>, le tiers
d'Italiens et les 2/3 d'hommes du Dauphiné, et de la 17<sup>e</sup>
division militaire, et non d'hommes des Pyrénées. Ces hommes
arriveront plus promptement à leurs dépôts, seront plus
promptement habillés, et selon les circonstances, on pourra disposer
des 4<sup>es</sup> bataillons pour les envoyer à Perpignan ou en
Italie.</p><p style="margin-bottom: 0cm">Quant au 3<sup>e</sup>
léger, le cadre se rendra à Parme où est le dépôt, et les
conscrits seront dirigés sur Parme.</p><p style="margin-bottom: 0cm">Quant au 3<sup>e</sup>
de ligne et au 105<sup>e</sup>, je fais la même observation.
Les hommes seront dirigés sur les dépôts où on les
habillera, et de là, sur Brest et sur Cherbourg. Il ne faut pas les
prendre sur la frontière de l'Est, parce que, traversant deux fois
la France, ces hommes feraient 400 lieues et seraient exposés à
une grande désertion, au lieu qu'en employant des Italiens et
des hommes des 6<sup>e</sup>, 7<sup>e</sup>, 5<sup>e</sup> et
19<sup>e</sup> divisions militaires, et après leur avoir fait passer
un mois à Strasbourg, il n'y aurait plus d'inconvénient, et on les
enverrait à Brest et à Cherbourg.</p><p style="margin-bottom: 0cm">Le 6<sup>e</sup>
bataillon du 22<sup>e</sup> léger, sera habillé à son dépôt à
Rouen.</p><p style="margin-bottom: 0cm">Vous augmenterez le
corps d'Italie du bataillon du 3<sup>e</sup> léger et les bataillons
du Simplon et de Savoie, de 3 bataillons.</p><p style="margin-bottom: 0cm">Ainsi, il n'y aura pas
de changement important ; et rien ne sera changé au cours des
choses, ce qui est un avantage. Le ministère de l'Administration de
la guerre aura moins de travail ; et dès lors, la conscription
