août 1811</h2><p>Monsieur le général
comte Dumas, je vous envoie une lettre du prince d’Eckmühl[^1].
Mon intention est de lever la conscription de 1810 seulement dans le
département de la 32<sup>e</sup> division militaire[^2].
La conscription doit être réglée là sur le même pied qu’en
France et l’on doit prendre pour contingent, par chaque
département, le même nombre d’hommes que la France fournit en
proportion de sa population. Je pense qu’il faut lever au moins
3 000 hommes. La conscription de France est de
120 000 hommes pour quarante millions ; c’est
3 000 hommes par million. La conscription des départements
hanséatiques[^3]
doit donc être de 3 000 à 3 500 hommes.</p><p>La répartition se
fera de la manière suivante :

2 800 hommes pour les trois régiments ; ce qui
fera 900 hommes par régiment et 100 hommes pour le
9<sup>e</sup> régiment de chevau-légers. Il est nécessaire
que vous désigniez les trois régiments qui doivent former le
